Certificate and status report

When a registration is approved it has a registered_name and CAC’s seven-digit registration_number, and two PDFs are ready (the registration.certificate_ready webhook says so):

Both answer with application/pdf and a Content-Disposition file name. Before approval they return 409:

Download them as often as you like; store a copy for your user. In test mode both are one-page samples headed “SANDBOX - NOT A CAC DOCUMENT”, with the registration’s name and number.
